New York State would ban cellphones in public schools "bell to bell" beginning with the next school year under the agreement.

Gov. Kathy Hochul has included a statewide cell-phone ban plan in New York's $254 million state budget. Beginning next September, if approved, schools will be implementing a cell-phone ban that would restrict students from using their phones from opening bell to closing bell.
